Jefferson is a town in Jefferson County, Wisconsin, at the fork of the Crawfish and Rock rivers. The population was 7,000 at the 2000 census. The City of Jefferson is located partially within the town.

The festival was first held under tents in the downtown area. In 1975 the festival was moved to the Jefferson County Fair grounds and has been held there every year since then.
